Some History of Staggs Cemetery by Juanita Stowers

The property is described as a part of Lot Five (5) of the Northeast quarter of Section Three (3) Township Seventeen (17) North of Range Eleven (11) West. it consist of 514 feet North to South and 250 feet East to West containing three (3) acres, more or less. The deed states the property is to be used as a grave yard and church property. The original Warranty Deed was assigned to the Trustees on the 22nd day of October, 1918. The deed was not filed and recorded until the 16th day of June, 1964, in Book 53, page 542. A Quick claim Deed was signed over from The Board of Trustees, North Arkansas Conference, The United Methodist Church to The Officers and Directors (Trustees) of the Staggs Cemetery Association and unto its heirs for the sum of Ten (10) dollars. This deed was acknowledged on the 15th day of May, 1986. It was then recorded on the 16th day of May, 1986 in Record Book 142, page 914. As you can tell from the previous tribute to the old grave stones, this property was used as a cemetery for many years before these deeds ever came into being. For many years only the north half was used, letting the south half remain in timber, In the late 1930s or early 1940s the south half was cleared for use. Mr. Otis Whiteaker recalls removing stumps, plowing, and cultivating the south part for a year or two, when he was about 30 years of age. At what time this cemetery became known as Staggs is undetermined. As long as anyone, now living, can remember it has always been Staggs Cemetery. Apparently the cemetery was given the Staggs name in honor of the Foster grandchild (Willie Mae Staggs) and her mother, Sarah C. Foster Staggs. These are the only known members of the Staggs family buried within. This plot was never utilized for a church and reportedly was a part of property owned by the Foster family at some time.

STAGGS, (Sr.) paid taxes on land located in Sections 06, 11, 14, and 15 all in Range 11W, Township 17N from 1858 to 1866, so he did reside in the general area and could have family buried in Staggs Cemetery in unmarked graves. From the same book, I found that the following families lived in Izard County during the following years and paid poll taxes.

I found no entry for Roland Elisa JENNINGS, who should have been in the county if his son Jacob E. was born in Arkansas as stated on the 1900 Federal Census, Arkansas, Izard County, Union Township. I found no other deeds recorded in the land records for this cemetery property that I could identify in the indexes.
THE SIX OLDEST MARKED GRAVES OF STAGGS CEMETERY
(All before 1900) Compiled by Juanita Stowers In honor of the families in this area of Izard County, I would like to present a brief family sketch of each person buried in the six oldest marked graves. I was assisted in this research by information supplied by: Dorlis Whiteaker, who passed on the information for Frances Marion Foster gathered by Mrs. E. Myres of Duncan, OK; information gathered from Mrs. Whiteaker of Calico Rock, Arkansas; information on the Jennings families gathered from Mrs. Dixie Gray of Calico Rock, Arkansas; and my own research on the Wiley Bailey Marchant line.
Most of this family information was varified on The Federal Censuses, Arkansas, Izard County, Union Township; 1870, 1880, and 1900,, The Federal Census, Arkansas, Baxter County, Norfork Township, 1880. The 1920 census was not consulted for this brief genealogy. if errors have been made due to this omission, please forgive me and feel free to correct me.
The first person placed to rest with a marked grave was:
Mary JENNINGS b. 2 Feb., 1830 in Tn d. 12 Jul., 1884, Izard Co., AR Her Maiden name reportably was GARRISON and she was the first wife of Roland Elisa JENNINGS b. 1820 or 1824 in Kentucky. Mrs. Gray reported that this family came from Tennessee to Missouri then on to Arkansas. The children of Mary and Roland E. JENNINGS were: Martha b . ? m. Joe DRENNEN - Sarah b. ? m. ? THOMAS Jacob - Elisa b. 26 Sep. 1862/3 AR m. Mary F. KNIGHT - Roland Elisa b. ca 1866 AR m. ? (twice) Amanda "Mandy" b. ca 1869 AR m. ? - McKENNEY George W. b. 24 Sep. 1871/2 AR m. Mary C. MATNEY. After Roland's first wife Mary died, he married Mary E. ? about 1886 and had at least three more children before passing away in 1908. He's also buried here at Staggs Cemetery.
The second person placed to rest was: Mary F.JENNINGS b. 21 Mar, , 1863 'TN d. 30 Dec. 1891, Izard County, AR Her maiden name reportedly was KNIGHT from Stone County, Arkansas. She married, after the 1880 census, Jacob Elisa "Jake" JENNINGS (b. 26 Sep. 1863 d. 10 Apr. 1927). Both are buried here at Staggs Cemetery. I found Jacob on the 1900 Arkansas, Izard County, Union Township Census with his second wife Florence S. HICKS. They had been married five years, which made some of the children at home belong to the first wife, Mary.
These children were: Roland E. b. Sep. 1883, AR, age 16 Mary T. b. Dec 1885, AR, age 14 William M. b. May 1888, AR, age 12 Talitha C. b. Mar 1890, AR, age 10 Aaron P. b. Mar. 1892, AR, age 8 Aaron P.'s gravestone states he was born in 1891 and the Census states 1892. There is some confusion as to which wife he might belong to. Further research would possiblely clear up this error. Jacob E. JENNINGS had more children from his second marriage, before dying in 1927. He is also buried here at Staggs Cemetery. (5)
The third old grave stone marks the resting place of: Eany Dale TAYLOR MARCHANT b ? 1 81 8 TN d. 22 Feb. 1892, Izard County, AR She was the third wife of Wiley Bailey MARCHANT, (b. ? Alabama, d. ? 1862 in St. Louis, Missouri on his way home from serving with First Arkansas, Infantry Company "C" (U.S.A.). He is reportedly buried in the Army Cemetery, St. Louis, Missouri. He was in the Army Hospital at the time of death.
Eany Dale TAYLOR and Mr. MARCHANT were married in Rutherford County, Tennessee on 19 Dec. 1845 and had a daughter and son before coming to Arkansas in 1850. The daughter, Martha, fell out of the wagon while coming from Little Rock to Izard County and was run over. She is buried in White County, Akansas.
Mr. MARCHANT had seven children from two previous marriages. (Information taken from Biographical and Historical Memoirs of Northwest Arkansas, Goodspeed, 1889 ps. 959-960). The fourth old grave stone is for: Richard C. FOSTER b. 6 Sep. 18992, AR d. 31 Dec. 1892, Izard County, AR Richard was an infant son of Frances Marrion and Susan Ann MARCHANT FOSTER. His brothers and sisters were: William M. b. 14 Sep. 1879 d. 5 Jan 1887 (This child must be in an unmarked grave. Possibly in the rock wall near his Grandmother MARCHANT) Mary Elizabeth b. 14 Sep. 1879, AR m. John D. MYERS Frank C. b. 8 Jan. 1884, AR m. Martha J. TILLIE Joe b. 2 Dec. 1885, AR m. The fifth old grave stone remembers: Susan Ann MARCHANT FOSTER b. 12 Jan., 1858, AR, d. 26 Apr, .1893, Izard County,AR She was a daughter of Wiley Bailey and Eany Dale TAYLOR MARCHANT and the mother of our last subject, Richard C. FOSTER. On 8 Feb., 1877, Susan married Frances Marrion FOSTER, a son of William and Rebecca 0. MORROW FOSTER. Frances b. 14 Sep., 1856 in Mississippi. Susan and Frances' children are listed with the previous subject. After the death of Susan, Mr. FOSTER married Nancy J. ? as the 1900 Census of Arkansas, Izard County, Union Township, states they had been married five years. Mr. FOSTER produced several more children before his death in 1916. He is also buried here at Staggs Cemetery.
The sixth and last old grave stone marks the grave of: Willie Mae STAGGS b, ? 1897, Izard Co., AR, d. 1899, Izard Co., AR Willie, the infant daughter of Felix E. and Sarah C. FOSTER STAGGS, Jr. Felix was a son of Felix E. STAGGS, Sr. and Sarah C. was a daughter of William FOSTER and a sister to Frances Marrion FOSTER (mentioned previously). Felix, Jr. and Sarah apparently had no other children as Sarah died 22 Jan. 1901. She, too, is buried here at Staggs Cemetery. Mr. STAGGS reportedly married Leona FARTHING and moved to Oklahoma in the early 1900s.
Staggs Cemetery Committee Project By Juanita Stowers
I wish to point out a few projects completed by the cemetery committee over the past four years. Most of these projects were completed with the assistance of the Arkansas Department of Correction's Inmates. One of the first projects was to tear down and replace the fencing to enhance the view and provide less maintenance.
Committee member Mr. Ralph Ingram sent out letters asking for donations in the summer of 1993 to fund this project. The results were excellent and the fencing was purchased and installed by the inmates in late 1993.
The next project was to design and place a sign over the entry gate, which was completed in the spring of 1994. Then in the summer of 1994, metal was put on the arbor sides for protection and looks. In 1995, the materials were furnished to have the new privies built and set. A dead tree was removed by the arbor. This was also the year they started marking about fifty of the unmarked graves, which is an ongoing project.
(7) One of the projects for 1996 is to build a speaking pulpit and to repair or replace the pews in the arbor. Plans are being made to plot the remaining grounds to make sure sufficient plots are available for the family members to be buried here in the future. Mr. Fred Stowers has overseen most of these projects with assistance from the committee, relatives, friends, and with the help of the Arkansas Department of Corrections, furnishing most of the labor.
Mr. Otis Whiteaker, his son, Ed, and daughter-inlaw, Dorlis, did most of the work on making the grave markers with some committee members and relatives helping to set the markers. The funds to support these projects have come from donations collected at yearly decoration days and some that were placed at the First National Bank of Izard County, Calico Rock, AR 72519, where the cemetery fund is maintained.
Anyone can make a donation at the bank, or contact a committee member. The cemetery committee consist of: Mr. Otis Whiteaker, Mr. E. C. Whiteaker, Mr. Ralph Ingram, Mr. Fred Stowers, and Mr. Glen Stowers.
Due to the Arkansas Department of Corrections furnishing the labor for most of these projects, considerable savings has resulted. We want to thank Warden Larry May again for all of the assistance, plus the maintenance supplied. The prison is truly a good neighbor. The committee also wishes to thank those that have made donations. This year's work-day will be the second Saturday of May (May llth) and the decoration and dinner-on-the-grounds (bring a favorite dish) will be the third Sunday of May (May 19th). The decoration day events will, also, include a short service, with singing before lunch is served buffet style. Come join the fellowship!
NOTE: The following cemetery survey was too long to publish in one issue, therefore, it will be continued in the July 1996 issue. There will be a separate list at the end of the graves to be marked by the committee in 1996. The ones marked in 1995 have been included like a regular marker, with an (*) to identify them. Note that we kept the names together where a double stone marked husband and wife.

STAGGS CEMETERY
The Names
Located three miles south of Baxter and Izard Counties line East of Highway 5 on Izard County Road 46 (State Department of Corrections road). East one and one half miles and at the North East end of the prison parking lot. There are numerous field stone marked graves, one outlined by field stones and covered over the top, one enclosed in a cement wall with pipe head marker, one with a white plastic fence around it, and others enclosed in field stone walls. There are several unreadable old metal markers and old tombstones. Surveyed by Vera Reeves and Juanita Stowers on April 14, 1994.
