 Editor's intro, written by "James Logan Morgan": he states that Arkansas County was created by an act of the Missouri territorial legislature passed December 31, 1813, and that Lawrence County was created
by an act approved January 15, 1815.  Before that, they were both parts of New Madrid County, Missouri territory.  And, as you all well know, the territory of Arkansas was created in 1819.
